mporting Wireless Access Points (APs) into Vietnam: A Comprehensive Guide

Are you ready to expand your network business into Vietnam?  Importing wireless access points (APs) requires specific procedures and certifications. This guide, organized by type and feature, will help you navigate this process smoothly and find the ideal AP for your needs when importing these products into Vietnam.

Understanding the Regulations:

Wireless APs in Vietnam must comply with the Department of Telecommunications (DoT) regulations. They require either a Type Approval Certificate (TAC)/Declaration of Conformity (DoC) or a Certificate of Conformity (CoC).

Navigating the Importation Process:

1. Imported Access Points:

  • Fast Track Option: If you already possess a CoC and testing results, skip product testing and proceed directly to:

  • Declaration of Conformity (DoC): Declare compliance for your imported batch.

  • Apply ICT Compliance Stamp: Legally label your APs for sale.

  • Standard Option: For a thorough compliance process:

  • Register for State Quality Control: Mandatory DoT registration.

  • Submit Quality Control Certificate to Customs: Facilitate customs clearance.

  • Product Testing: Ensure compliance with national technical standards (QCVN).

  • Obtain Certificate of Conformity: Acquire a certificate from the DoT.

  • Declaration of Conformity (DoC): Declare compliance for your imported batch.

  • Apply ICT Compliance Stamp: Legally label your APs for sale.

2. Domestically Produced  Access Points:

  • Product Testing: Adhere to QCVN standards.

  • Obtain Certificate of Conformity: Acquire a certificate from the DoT.

  • Obtain Declaration of Conformity: Secure a DoT certificate.

  • Apply ICT Compliance Stamp: Legally label your APs for sale.

3. APs with Civil Encryption:

  • Acquire Licenses: Obtain Civil Cryptography Product Trading License and Civil Cryptography Product Import License before import.

  • Follow Civil Cryptography  Regulations: Ensure Certificate of Conformity adherence to specific rules.

Identifying the Right QCVN:

Choose the appropriate QCVN based on your radio technology:

  • QCVN 54:2020/BTTTT (WiFi 2.4GHz)

  • QCVN 65:2021/BTTTT (WiFi 5GHz)

  • QCVN 112:2017/BTTTT (WiFi)

Testing and Measurement:

Rely on DoT-approved or internationally recognized labs for testing (expected duration: 1-2 weeks).

Preparing Certificate of Conformity Documents (if needed):

Ensure your application is comprehensive, including:

  • Application letter

  • Business registration certificate

  • Product technical documents

  • Product photos

  • Testing results

  • Factory ISO 9001 certificate (if applicable)

Submitting Certificate of Conformity Application (if needed):

Submit to the DoT's Telecommunications Quality Measurement Center and allow two weeks for processing and certificate issuance.

Declaration of Conformity:

For imported AP batches, prepare Self-Declaration of Conformity documents. The DoT will issue a "Notice of Receipt" valid for three years. First-time applicants require an ICT CODE and conformity seal registration.
